I was just wondering if it’s possible for a cityportal to be in the Nether (not the farmworld)?

Yes, it can be. As usual, it needs to satisfy all city portal requirements and actually somewhat look like a city.
If you do go that route, we can disable pvp in the city, but this no-pvp area will be set and only expandable by staff members.
