Updated lab (the 1.13 test server) and the lobby to support 1.13.1.

There was a permission issue causing VIPs to loose access to the test server, this has now been fixed and you should be able to connect again.

I’ve set up a new Anti-Cheat system on the test server. Let me know if you have any issues with it (false positives / detections ).
